Library Board

The Library Board consists of five members, appointed by the City Council for terms of four years each. Resolution No. 14823, passed by voters as Measure "E" on November 6, 2007, specified that sections of the City Charter be amended to extend the terms of office of City Library Board Members from three (3) to four (4) years.  The new terms of office will come into effect for all subsequent appointees.  Members are residents and electors of the city at the time of their appointments and continuously during their incumbencies. Members serve without compensation and cannot hold any other office or position in the City while serving as members of the Board.

The duties and responsibilities of the Library Board, as prescribed in Sections 18 through 20 of the City Charter, are as follows:

  • To establish rules for its proceedings, appoint, discipline and remove, subject to civil service provisions, such officers and employees as may be provided for by the Council and exercise all authority and perform all duties prescribed by this Charter or by ordinance;
  • To control and manage the public library system of the City;
  • To expend for library purposes all moneys in the Library Fund received by the City from the special levy for the maintenance and support of a public library system;
  • To make and enforce rules and regulations necessary for the administration, government and protection of the library system;
  • To purchase necessary books, journals, publications, and other personal property;
  • To borrow books from, rent books to, and exchange the same with other libraries and to extend library privileges to non-residents upon such conditions as the Board may prescribe;
  • To appoint and remove at its pleasure a librarian who shall be the chief executive officer of the public library system.

Also the Library Board shall furnish to the City Manager, prior to the third Monday in April of each year, a proposed budget in a form prescribed by the City Manager. The Council shall have the power to modify or alter such budget in any respect.
