The Planning, Housing and Economic Development Department (PHED) utilizes powerful community-supported plans, programs, and the Redevelopment Agency to chart the course for the City’s future; ensuring that growth and change will protect, nurture and enhance every Redwood City neighborhood. The PHED is responsible for measurable results in economic vigor, housing production, and neighborhood vitality.
Our Core Services:
The Department’s core services are in four primary areas.
- Planning provides front line customer service and processes a full range of planning permits and entitlements. The Planning team is also responsible for the development and implementation of the General Plan and other longer-range plans and studies with a strong committement to preserving the community's historic resources.
- Housing staff enable production of both market rate and affordable residential units as well as rehabilitation of existing inventory. In addition Housing administers
the Community Development Block Grant Program and Home Improvement Loan Program.
- Economic Development supports business attraction, retention, and expansion. Redevelopment develops programs and implements projects based on the
adopted City goals and policies in certain redevelopment
areas such as the Downtown.
